It can be found within the city of Pastoria. However, that is not all you have to do to get Carnivine.
Another thing you have to do before you can find it is using the binoculars that are upstairs in the Great Marsh entrance building. So, go there and look through the binoculars.

You have a 10% chance of seeing a carnivine, so repeat this process until you’ve spotted it.
