How to Get Poke Radar in Pokemon BDSP?
You will only get the Poke Radar if you have seen all the Pokémon in the Sinnoh region Pokedex. Once completed, head to Pal Park. Talk to Professor Rowan and he will give you the Poke Radar.
Fortunately, this does not mean that you have to catch all the Pokémon to get the Poke Radar in BDSP. Seeing them is enough, either in battles or through other methods.
